Thank you Ambassador Tanner for this invitation and the lovely reception. I am so pleased to see friends and colleagues here who have become close partners at the Human Rights Council. I have heard a great deal about the Geneva Center for Security Policy, but this is the first time I have been able to participate in a GCSP event and I am delighted and honored to be here.
